Chinese Prison Hoop Off

Now that is cool! He looks so happy ... and that makes me happy. I wonder about the story behind this picture. I mean, China is not known for letting prisoners "play". In fact, hula hooping used to be against the law in China. I'd be so interested to know more about this.
